They could buy more than 1 with that kind of money. Microsoft bought Bungie back in 2000 for less than $50 million, I can't remember the exact price all I know was that it was pretty low. I don't know if they would buy any developers though. I see them spending it to get exclusives from 3rd party developers.

idk, it might be just me but isnt it stupid to buy exclusive rights instead of just buying the studio, if you own the studio all their games will be yours, if you buy exclusive rights then the game will be yours for a few months to a year...
