My second pick would be Mr. X.
His character development was very interesting. He was an immense presence throughout the game, gave us surprising breakthroughs every time he showed up, and the big reveal about his identity at the end was easily, easily the best part of Resident Evil 2.
All the main female ones who looked legal enough that are not in virus forms.
