It is likely done to bail out Activision.
Anyone stimulated by this?

They have a good chance they will, but they trying to maximize profits with it, so I don't think the intention is to actually kill the game off. I can see there eventually being a "truce" point where people who buy the game new get the game for free, but those who get it used, end up having to pay prices like this for the map packs.

Free to those who actually buy the game new, and those who bought a used copy need to pay for it.

Free to those who have a copy with a code that hasn't been consumed yet (and will not be resupplied, just like chips won't be resupplied after consuming a bag).

Most of us have great PCs you know. We laugh at Activision's particular direction.

Depends, do you work for Goldman Sachs? |
no, but they paid me to buy a house. Since the government is giving away free money I figure I'll take as much as I can, spend/invest it all, and then hopefully be ok once the economy completely crashes
Now the Left 4 Dead 1 Crash Course DLC actually looks more tempting now.
It's just that simple.
I was thinking the map pack would be around 800pts which is about $10. This is too steep for a few maps especially when 2 of them are old anyway. I'll wait for one of those weekly sales on XBL to get this.
Love the product, not the company. They love your money, not you.
