Go into After Effects and create an HD composition and overlay as many effects as I could and export it and see how long it takes.

Years divisible by four, excluding years divisible by one hundred but not divisible by four hundred. Basically all you need to know practically speaking is years divisble by four, which happen to be Summer Olympics years.
