The vita is the same generation as the 3ds. being stronger doesn't mean another gen, or else we would be at gen number 30+.
I'm not talking about nintendo being conservative with specs, I'm talking about them not being able to use gpus and cpus that don't exist yet (or exist but would result in a $299 handheld).
All forms of common sense and financials stop nintendo from releasing a console just close to the specs of a ps4. there's no "running at the apropriate setting" different hardware requires porting. you mentioned two systems on the example, not a hybrid.
They don't have to support two platforms with 100% different libraries but that says nothing about this idea of unified platform people are so vocal about.
