I see seiya has done a good job explaining it, and beat me to the chase :p Anyway, to address the actual topic, i think arresting somebody over their thoughts is ridiculously forceful. It would be like arresting sigmund freud because his theories are based on incestual attractions of a developing child, and therefore he must have thought about those things to come up with the theory....
