More like it will be when the service is ready in 3 years or so. And any 3rd party games are a nice bonus 

Let's pretend MS can make all their devs launch a game in the next 3 years. They will have 14 games, is that enough for Xcloud to function? Nope.

So don't pretend like Xbox have a rich catalog. Third parties are over 90% of that and if they don't allow their game won't be on the service, just as what is happening with NVIDIA.
