Given MSFT’s current business strategy, having a PC performance target provided to developers is probably sufficient to get the ball rolling.
Sony on the other hand is far more focused, console minded and less distracted by PC matters. Sony also has far more first party, exclusive titles and mature dev kits are needed to maximize performance in those games.
But looking at this seems like they are without even a target.
