Not sure, we have that Gears leaker on Era who has been saying they're working on Perfect Dark, but the concepts look similar, maybe it has been revived and there's some confusion going on? Maybe they're incorporating any Shangheist ideas they had into a Perfect Dark reboot? Maybe it's just using the same codename? Or an entirely different reason, Lol.

Yeah the Gears leaker at Era has been hinting many times that The Coalition are already a multi team studio with Perfect dark always getting thrown out as the rumours.
