Are you talking about Halo 5 or Halo Wars 2? Because Halo 5 did feature Master Chief and Halo Wars as a series isn't about those characters.

If I'm understanding what you're trying to say correctly (that lowering the resolution on some games on the PS4 Pro would allow them to run at 60 fps), that's not really how it works for some 30 fps games. The bottleneck requiring a 30 fps lock is that the CPU can't run the game logic and simulation at 60 fps, even if the GPU has additional headroom from the lower resolution. 

To explain it better, imagine we have a PC with a GTX 1060 running Counter Strike GO at 1440p and it's paired with... say... a dual core i3 processor. That's hardly going to push the GPU while for the sake of discussion let's say the CPU is maxed out pushing 72 frames per second. Dropping the resolution to 1080p isn't going to suddenly increase the framerate to 144 fps because the GPU is now pushing half the pixels. If the i3 processor is already the bottleneck, the framerate will barely increase in comparison to the expected increase.

I just mean that Forza is a yearly sports franchise, so it holds about as much console selling power as MLB The Show. Sure, it gets good reviews and all, but so does MLB The Show. And even if I was a baseball, or racing fan, I wouldn't be buying a console just on that. IMO MS should make it a franchise that shows up once every three years, and spend the dev time on something else. 

For example: 2011 Forza, 2012 New IP, 2013 New IP, 2014 Forza

This would help their stock of quality exclusives a lot. 

Or to put it another way. In the year 2019, I really don't think anybody is interested in going out and buying all 5 to 7 Forza games that were made for XB1, or all the MLB The Show games made for PS4. 

I was assuming for the sake of argument that PS5 would have a CPU capable of handling the FPS, but a GPU not capable of handling both 4K and high FPS.
