Eh that can happen with or without this plan, more advanced robots are inevitable I'd like to think.

You understand that this isn't even possible as I've said, so it's clearly not a serious proposition, but ok lul. There will always be bad people who do bad things while being fully aware they're bad, this is true, but I believe removing reasons for people to go that route would surely reduce their number.
