They may have been able to use the branding. But there are also benefits to making it a new thing.  I think overall I think it's a better marketing decision to make it brand new.  I think it's better that people see it as a new product rather than Wii Fit ++

The ring works quite well as the balance board successor. It seems to me that the ring not only helps correcting the user's posture but adds the strength function. In comparison to the balance board, it loses the weight scale.

The balance board still could be added as an extra for those who wanted to buy or for those who already own one and wants to plug.

There are alot of Wii Fit activities that would be either either awkward or impossible with the Ring-con/leg strap combo.  The juggling minigame, soccer heading, hula hoop, and rhythm boxing just to name a few.  For any of these to work, the leg strap would have to function as the balance board, which I don't think it can, and you'd need two joycons.
