I think that is a bit of a stretch.

As it is, the hunting is limited to older, agitated non-breeding males.

Delegates from countries across the globe actually JUST voted to approve an increase (to approximately 9 per year). This is based on past precedent that shows improvements as a result of hunting. These aging rhinos are territorial and will interfere with other rhinos trying to mate (thus actually hurting the population).

Overall, the population has went from 2300 to 5000 since 1992, so I think it can be agreed as a world, we are being successful in our attempts to bring the population back.
