Its kinda having it both ways. Building for consoles because thats where many gamers are. But also leveraging superior PC specs if you want more polish and better performance.

Gears 5 did a fantastic job of that by the way. Its really built for a base X1, which most consider garbage specs. Yet its somehow an impressive console game that looks great on PC.

Looking at Control though, it seems pretty clear Remedy have targeted PC first and foremost with their heavy focus on ray tracing and other high end techniques, then tried to get the game running on hardware that simply wasn't built for this sort of thing.

I think its a mix of both console and PC focus. The engine is fundamentally built to work on consoles, but they also added ray tracing for PC. Lets also consider many gaming PCs won't support ray tracing. Therefore Remedy was also building effects that look impressive when ray tracing is disabled.

On a side note, Quantum Break in some ways looks better than Control. QB is a cinematic experience and they had MS money to play with, so the assets like character models are more impressive in QB even though they're built for X1. Frankly, Control looks like a console game but the optimization is just poor.

I'm not really gonna change my mind on this, we'll just have to wait and see what patches can do. Remedy already said they're working on it.
