It used to be EA for me but they followed the path of Activision and pretty much stopped developing games other than their few evergreens. Man last gen EA was awesome.

Probably gotta go with Ubisoft.
Pros: Assassin's Creed is better than ever. Far Cry about the same high quality as always. Rayman is fantastic (why no current gen Sequel though?), they try to make some new IPs here and there that turn out rather good (For Honor, Watch Dogs, Steep, Zombi, Child of Light, South Park RPGs, The Crew, Valiant Hearts etc.)
Cons: not a single Splinter Cell, no singleplayer Rainbow Six, that missing Rayman Sequel

Capcom would probably be a close second, even if I'm not that much a fan of their games, but I can see the quality stuff they output.
Pros: DMC V, RE 2 & 7, Monster Hunter World,
Cons: Marvel vs Capcom Infinite, Street Fighter V, lack of new IPs

Bethesda in third.
Pros: Dishonored, Wolfenstein, Doom, mid sized games like Prey, Rage 2, The Evil Within
Cons: Fallout 76, no Elder Scrolls (or Starfield), Doom ports
