MS has been making all the right moves the last several years. The only thing they have been really lacking is quality first party content on a consistent basis, which is a big one obviously. With the current investment of buying studios and creating news ones, this should be addressed going into next generation. Anyone that believes MS is going to pump out games for Game Pass without quality control, hasn't been paying much attention. Simply look at all the first party studios, and you will see the number of new positions opening up and new hires. Xbox team is on a mission to making their first party top notch.

I am not really sure how buying studios and creating new studios addresses the problem of lower quality output. Management and lack of proper direction can still persist with new studios. It most definitely solves quantity output since they should be getting more games out the door, and of more variety too.

I also don't think the issue is lack of QC but rather that games might be made more on AA budgets, unless a bigger IP, to truly keep them profitable on Gamepass.

That remains to be seen though. For now, all we know about is Ninja Theory"s Bleeding Edge (which I believe was in development before being purchased) so it is not the best gauge of anything really.

Quality has to increase, most definitely. We will see if that translates into Gears 5 and Battle Toads this year, ad their software beyond. But it is definitely an exciting period for Xbox.

Building a studio like the Initiative, they've been hiring talent from all over the industry. It's hard to imagine with that team, they will be releasing something sub-par. Acquiring studios with proven track records like; Playground games, Ninja Theory,  Double Fine, Inxile, and Obsidian, clearly show they are targeting teams who are known to make great games.

I can see with studios like Double Fine, Undead labs, and Compulsion games, they will be releasing AA size games, because that is what they have always specialized in. I don't see anything wrong with that as long as those games turn out good.

Starting with Gears 5, hopefully there will be a more consistent release of quality games.
