The card one is the latest change in favor of offense. Man, when I was young, it used to be offside when an attacker was on the same line as the last defender, and when in doubt, the assistant was supposed to side with the defense. Anyway, the change to the card rule will have a major impact on tactical fouls. The way it has been, a counterattack could be interrupted with a foul and the ensuing card gave the defense more than enough time to regroup. That tradeoff was absolutely worth it for the defending side. With the new rule, a tactical foul will result in a card without slowing down the game too much. Intelligent players can take advantage of this by resuming play right after the whistle has been blown.

This is more or less an extension of the rule that an offense can keep playing in spite of a foul that has happened; you know that a good referee doesn't blow the whistle immediately when he can expect that another player of the offense will pick up the ball. Delayed yellow cards already existed with this rule, so the change above doesn't present a totally new situation and enforcement.

The Serie A has a lot of that where tactical fouls are committed to give the defending team a moment to regroup.
