You can be logged into your account on multiple different devices at the same time and play games.
360, X1, Win10 and Windows Phone.

Can't answer the other question but I guess not. You can set your X1 as your home console so other people could play with your GamePass games. Don't think this is possible on PC. However I don't think you need to be logged into your PC account in order to use GamePass for PC, but you certainly need to be logged into your Xbox account when using GamePass for PC on the Xbox Console Companion app.
