Well, just consider how much the consoles are shaping the economy in Japan. Imagine China would release a console to the worldwide market that could rival with the competition both in hardware and software. Would be quite some economy booster for China if you ask me, exactly what they need right now.

I don't believe China intends to globally dominate the digital entertainment sector because there is little long-term value in them ... 

Just the core essentials like agriculture, computing, energy, transportation, and soon automation for the purpose of self-sufficiency. China only wants to embrace western technology, not western culture ... 

But also wants all of our data. And what easier way to get it than with a console? They're trying with apps for a while now, but those get drowned in the shops, so only a handful of users have those.
