Fighting games are required to run at 60fps. 30fps is not an option for this type of game, and would be immediately disregarded if it was 30fps.  And it's not just for attacks feeling more "fluid."  You can't translate an attack that moves at 17 frames start up in 60fps to 30fps. If it's 8 frames in 30fps, the time is the same as 16 frames at 60.  therefore it's faster, and if it's 9 frames at 30fps, it's 18 frames at 60, which would make it slower.  Button inputs would be read slower, and would make the game feel unresponsive compared to other versions.

30 fps is the worst thing you can do to the game.  Only the casuals who would only play it for a week would touch it.  Online would be dead, and it wouldn't be worth owning.  Wouldn't even be able to use it for practice on on the go, because the game would be so different.

There will never be a fighting game that runs 60 on one platform and 30 on another.  It will never, ever happen again.  The only time it happened before was on 4th gen consoles and handhelds anyway.
