Even if Stadia were going to cost that much it wouldn't offer many games of worth. Stadia would just get generic 3rd party AAA games. Any exclusives of any sort just wouldn't show up on the system. Imagine if Stadia had launched at the start of 2018. Here's all the quality new games the service would have in 2018...

And that is really stretching it, because who knows if Namco or Capcom would really want to put their games on a service at launch like that. MH World is only just now coming to Gamepass, so if Stadia had been out in 2018, it likely would just now be coming to Stadia as well.

Why are you claiming those are the only games it would get?

It's not the only games it would launch with. But those are all the good games from 2018 that are not exclusives. So on a year by year basis the library would be limited compared to any other option. MS has their own services that they will want to promote, so no MS exclusives on Stadia. Sony and Nintendo won't bother either. PC exclusives are unlikely to make it to Stadia due to their niche audiences.
