I am not going to read that article. IBM who designed both the XBox 360 and PS3 CPUs states the Cell is overall multiple times more powerful (at specific uses up to tenfold or more) and there's a higher efficiency rate as well. I attended a Cell presentation by IBM a couple of years ago, they've really put by far most effort in designing the Cell processor.

Also note that 1 SPE on the PS3 is used exclusively for the GameOS/XMB, on the XBox 360 its GameOS has to share much more CPU time with games. This means GameOS/XMB features can more easily be expanded without affecting game performance.
