Metro dev says next game won't be on PC if players boycott. EDIT: Official Statement made

I heard somewhere that Epic won’t have offline play or modding allowed on their platform at launch. Is this a true? If so, is it a “we’ll add these features later” kinda thing or are they closed off from a policy standpoint (meaning that they left it out on purpose)?
