I think it's more a matter of story being front and centre in TLoU while BOTW prioritizes exploration and mechanical experimentation. Story tends to be the steak in Sony's first party efforts while in Nintendo's its the side garnish.

Maybe I just didn't explain it well, but that's what I mean when I use terms like "sized up" or "expectations". For Sony and especially Naughty Dog games, the things that people judge the game on are very often different than what they judge Nintendo games on, because the expectations and the point of the games is often very different.
