I believe having good games is more important than the nostalgia factor. Thats why we dont get as excited about the Genesis or Atari collections, the games arent as strong or have been released already too many times.
I dont think the people buying these mini devices are just old people wanting to play them again, if there is a good collection of games there people will be interested.
I dont think userbase in the past is the sole factor on potential sales. Especially when you consider Xbox consoles became more popular. More importantly, the PS1 Mini shows having a good device with a strong collection of sales is more important.
