It's getting closer to being a possibility now. It will never be VR exclusive though. GTA 6 will come out for everything.

Would be awesme if it didn't have to be limited by the static screen and handcuff gamepad, but I understand the need to reach the widest audience possible.

Even watchng the RDR2 1st person footage has me hoping that they offer VR on PS5, like they offered 1st person on GTA5 for PS4 and XBO. Even without taking full advantage of VR and Advanced Control methods, RDR2  VR would be a massive leap over RDR2 Retro edition.

After playing Skyrim in VR going back to open world on the Gamepad and TV it is just not the same anymore. As I have said in the past, all I think about when Playing Horizon, Spider-Man, God of War, and Forza Horizon 4, is how much better they would be in VR. With every new VR game, and every new TV game, the gap just keeps getting wider.
