He's not being that optimistic to be honest. Last year, Switch shipped almost 8m from October to December with Odyssey and Xenoblade 2, while this year they'll have Pokémon and Smash. And since we still have 6 months worth of data to go this year, it wouldn't be surprising to see Switch selling 12m+. I mean, most here expect it to ship something around 10m on the holiday quarter alone. Nintendo themselves expect 20m for the FY which ends when the system turns 2, on March 2019.
