it's both actually. The alternative would be (if it's a Republic) to also be a dictatorship - and no voting at all.

I see that so often from Americans, probably unaware that one is a Form of government (Republic or Monarchy) and the other a type of government (democracy or dictatorship), and that there's always one out of each category
