A PC with 16GB of Ram... Typically has more Ram than that.

I.E. Drop a GPU with it's own dedicated 8GB memory pool and suddenly by magic... Your system is running with  24GB total.
People need to start taking into account the memory in the entire system, not just the pieces they pick and choose.

Even on PC with max settings it is impossible not to have lower textures detail. It is same with every game. Some levels or parts have really good textures and some part or level have lower texture detail. If someone really looks for it or zoom you can easily find it. 32gb sounds great but probably 24 is more than enough with at least 16 reserved for games
