The plat ranking is based on your amount of platinums, not the amount of points that a current year plat nets you. So if you plat AC next week, that would earn you 1 plat for the plat rankings. If you - as the first - plat Monster Hunter with 1000GS, you will earn 10 points for it as a current plat, as you said, and again, one plat point for the total plat ranking table.

So you're basically right, but for the new plat rankings the plats aren't tracked as points, but rather just the amount that you have. Then whoever holds the most plats every month gets the 10 points added to their overall score, 7 for the second most, and so on.
