I think the truth is somewhere between both points of views. They're probably going to add content to each episode to increase the length of play from what they used to be on PS1 but I'd say that calling every episode a full game is stretching it.
What you got in PS1 was a complete game with a complete story arc and it had sizable end-game content. The game provided 50-90 hours of gameplay depending on how many sidequests and leveling up you did. We're obviously not going to get that kind of experience from every episode so I don't buy into the 3 full games narrative.
