So the whole movie is bad because the last 2 minutes are fanservice.

The Last Jedi is good on the other hand, because maybe among all the crap there were a couple of decent minutes here or there.

Oh there's a lot more wrong with Rogue One than the fanservice at the end, it's just that part made me embarrassed watching it where as the rest was too sterile to strike an emotion. I'll take the few decent moments of TLJ over the no decent moments in Rogue One.
