I don't really think the sequel is mediocre at all. It's about the same level of innovation that comes with each new iteration of Mario Kart, and Smash Bros. A lot of things were changed on and improved. Specials no longer offer a huge devastating advantage over your opponent. Curling Bombs and Auto-Bombs add to the old grenade trio from the first game. The maps in the sequel are much better at forcing confrontations, and not giving Snipers an overwhelming advantage. Old maps that made it in have been improved on. Motion controls have been refined so much that S ranked players won't even touch regular analog anymore.
Add what Jason1637 said to this list too. It's a completely overhauled game IMO.
