To comment on that: overrated means just you think that the game is worse than most critics voted. But that is something that is completely subjective. Every game is rated exactly right, because the general consensus rate (like Metacritic) is just the average of multiple persons opinions. And rating means exactly that. So if people say 'I think the game is overrated/underrated' they actually mean 'I have a different opinion than the majority consensus'. Which hopefully happens to everyone once in a while.
