MS is open to crossplay with everybody now as far as we know. Sony seems to not be open to crossplay with other consoles, just PC. FFXIV isn't on XB1 because Sony won't allow crossplay with XB1, and PC is already crossplay with PS4, so XB1 would have no crossplay which would make the playerbase too small on XB1, so Square isn't bothering. Hopefully Square decides to release FFXIV on XB1/Switch with crossplay for those 2. 

Yoshida (FF14's director) has previously said that FF14's absence from the X1 was down to MS, not Sony. Apparently there's something about MS's cross-play regulations (at least as of last year) that have made things difficult for SE, despite them actively trying to get the game on the platform.

MS having since changed their policy seems like a probable explanation for half, but it still leaves questions about why Sony didn't care with FF14. Maybe they've also changed their policy since then? I dunno.
