You know, I've honestly never thought about that You're probably right on that front. 

I swear I've seen it used both ways (either representing the year the fiscal year started or the year the fiscal year ended).  Nintendo seems to use the former.  For them, FY 2016 ended March 2017 (so FY 2016 is April 1, 2016 to March 31, 2017).
