Games that were supported on both platforms, you could in several situations. You didn't have to rebuy PS1 classics to download them on Vita. I didn't need to re-buy Journey or Flower in order to play them on PS4. The only you can't re-download those titles is because they weren't supported. It'd be like complaining that a digital download of Metal Gear Solid 4 didn't work for PS4. The game wasn't made for that platform.

Edit: pretty sure the 3DS stuff should transfer over if the same platforms are supported on Switch eShop.
