Property laws favour richer people, and as whites are generally richer than blacks, obviously they're going to get the short end of the stick. There's also stop & frisk, in which visible minorities are mainly targeted. There's also of course slavery that for non-prisoners until the 1960s and the discriminatory laws that existed until the 1960s, which greatly prevented blacks from improving their financial well-being. And when the slavery laws were abolished they made in exception for criminals, so the prison system is used to keep blacks enslaved, and even when they leave prison their criminal record makes it very difficult to find a job, and when they can't find a job they get desperate, and when they get desperate they're more likely to commit what was chosen to be a crime.

You're only proving the incidence of favorability towards a demographic under the laws, not the intent of favorability towards a demographic. A difference in per capita does not mean the laws were made to favor one race over another. You already made this ad hoc ergo propter hoc fallacy earlier. You need to reevaluate your reasoning because repetition won't help you.
