Dynasty Warriors 7 was a lot better then 6 but I still don't hold it above the PS2 gen Dynasty Warriors. Mass characters are nice, however I really want enemies to be stronger like before. Well I can't really remember DW3 so well, but I'll agree with the weaker enemies than before, although it's probably more that they are less agressive and your attacks also have greater range rather than them just being weaker. And hey, at least DW still beats SW in this regard. With those hyper attacks the average peons really are completely worthless as an enemy.

I believe range was better before tbh. Also phantom soldiers, due to PS2 HW limitations, if you killed 10 with a nice combo 10 more might appear out of nowhere. While with new gen you can hit them all if you want.

But for real even the peons in DW3 could phase you and stop you midcombo if they snuck in an attack somewhere. All enemies had as good  of range as you did with the same weapons, and they attacked frequently if you didn't control them. It was quite balanced too like this:

Peon/Private: 1 square hit

Sergeant: 2

Major: 3

Elite guards: 4+ charge hit

Officer: All the above and up to 6

The ai/ enemies were good enough that after leveling up your bodyguards and taking 8 of them, that they could solo the entire map of the easy levels if you let them. (Besides last hit on boss) Morale was a thing too, but that is another topic.
