Based on recent history it seems to be Nintendo. Nintendo always seems to try to make a profit on hardware, Nintendo games also seem to stay at full price for a lot longer. The latest example is accessory pricing for the Switch.  There's other examples which are more being out of touch dicks than money grubbing: YouTube content policies, region protection (finally dropped on Switch); digital software policy....

I think Nintendo got used to basically printing money with DS & Wii both in terms of units sold and profit margin. Now they are struggling to sell large numbers of units, so they have to take profit anywhere they can by keeping prices up.

MS has subsidized the Xbox business heavily so users benefited.  Sony's PS4 business is healthy, so they can afford to cut a lot of deals and drop software prices fairly quickly to reach a wider audience.
