I used to be kind of an anti-First Person elitist but then I tried Fallout 3 and discovered that many FPS-RPGs can be played at a slower, more tactical pace with stealth and sniper builds. Even series like Borderlands allow you to play mostly as you like.

I'd recommend playing Dishonored in preparation for Dishonored 2.

Modding is OK but I'd want a reasonable standard of quality. 40 mods conflicting with each other and a jank UI with 200 toolbars is not my thing.

It's not a shiny new title, but Skyrim is an excellent game to revisit on PC thanks to modding.  You can make it look really nice through graphical overhauls (ENBs, the myriad of excellent HD texture packs, the Imaginator, Climates of Tamriel, Skyrim Flora Overhaul).  And on top of that there are excellent mods that add weapons (Jaysus Swords, Unique Uniques), quests (from small ones to add-on sized ones like Falskaar), overhaul the UI (SkyUI), patches to improve game stability, armor mods galore if you just want to look badass, gameplay enhancements, the list goes on and on.  And the big one: Enderal: Shards of Order, an exceptional Total Conversion.

For graphical juggernauts, Witcher 3, Shogun 2: Total War, and Attilla Total War are good ones.  

Oh and if you are a big Lord of the Rings fan, Third Age Total War (ideally with the Massive Overhaul Submod) is a *must play* mod.  Seriously, it's worth buying Medieval 2 Total War on its own (and M2TW is the best Total War game imho, with the Kingdoms expansions being great in and of themselves) and provides what I think is one of the best Lord of the Rings games there is.  Yeah the game is showing its age but it is still a great game to play.
