Sort of. The World Cup also had lots of problems but Brazilian media agreed to avoid every kind of negative news about it in order to not lose TV audiences.
For example, in São Paulo, a toilet pipe broke and one of the media rooms was flooded, during a game.....fans paid very expensive tickets to find out later that there were no seats on the place...slow and overcrowded buses to some of the venus.... etc. etc. etc.
There is a lot going on that TV cameras won´t show.
