Blizzard use the games that there fans want to play, they tackle new genres all the time however they use there beloved franchises to do it. Yes a new IP is good every so often however it isnt a must. Hearthstone and Heroes of the Storm are not new IPs, Hearthstone uses the Warcraft franchise hence why its called Hearthstone Heroes of Warcraft and Heroes of the Storm is a MOBA game that uses already existing Blizzard IPs. OverWatch is Blizzards first new IP in 10+years.
Theres a difference between IPs and Game Genres. Example, Halo Wars 2 is not a new IP because its a RTS version of Halo.
