I wouldn't necessarily say that. Porting these old games for BC doesn't take a fraction of the effort that developing new games does.
However, I will say it is a bit striking how much has changed in a year. I remember last year around E3, everything about the XBO seemed much more hopeful and positive, and this year has been the complete opposite. A lot of negative news. I hope they can pull out a good E3 again though. Plus they have a good lineup of exclusives for the second half of the year including Sea of Thieves, Cuphead, Gears of War 4, Halo Wars 2, etc.
