Ah, but not only is the bolded a very minor improvement over his competition, it's also well within the realm of human limitations. In fact, we can theoretically go even faster than that, and we will likely see athletes doing exactly that in a few generations. Moreover, we don't actually know for a fact that no one can run as quickly as him: his performance owes as much to conditioning and training as it does to genetics, and for all we know there are dozens of people who could challenge or even exceed him were they to devote the same or greater levels of energy to that goal!
By contrast, no human can ever shoot death beams from their eyes, walk through walls, absorb or supply energy by physical contact, etc. None of these are behaviors or traits that any living creature, let alone homo sapiens, can lay claim to. Even with in-universe rules, where all of humanity will eventually evolve to that same level, it does not alter the fact that these mutations are extra-human: just as we evolved from non-human creatures like homo erectus, mutants are apparently the next stage of evolution. Magneto is probably correct in labelling mutants as Homo Superior, even if his proposed solution to the tensions between species leaves much to be desired!
So stop trying to hold the new species back by shackling them with the labels, rules and restrictions developed by humanity, for humanity!!!!!
