Just ban anyone that posts anything that resembles trolling or flamebait. Don't give warnings, instead give a 1 day ban, because a warning lets someone troll without consequences. That's the easiest way to do it, and I've seen it work on other sites. Mods shouldn't have to walk on eggshells, posters should.
