The point of backwards compatibility isn't attracting new costumers, it's keeping the consumers who bought your system loyal to your brand. And in the XBone case, it has come really late, the PS4 has stolen the spotlight already.

 One really has to wonder why MS didn't do full on BC right off the bat. It could've been a decent enough marketing tool for them, that would've helped at least attract more 360 users, if nothing else. 



both playstation 4 and Xbox One were a long LONG way from complete software wise when they released, think it is fare to say they were both beta on release. both barely had the basics working let alone the time to be working on the nice to haves, So I imagine BC was something both Sony and MS would have liked from the start but there really is only so much you can complete in a given timeframe, especially when you need the underlying OS complete before you can think of emulating something on top of it.
