I agree, the term "Blockbuster" can mean pretty much anything. My opinion on Blockbuster is that it was extremely costly and planned to be released during peak moviegoing season.  Titanic hit both of those marks. 

The cost to make Titanic was the highest ever for a movie.  It was $200,000,000 plus back in 1996 when it was made(came out in 1997).  Thats like almost $350 million now!!!

It earned $600,000,000 back then(adjusted to $1.1 BILLION today) in the US alone and over 2 billion worldwide back in 97.

 

I agree, it wasn't an action movie, but half the scenes in the movie involved some type of special effects.  It was done so well, that most of them are seemless.
