They don't need to make that big of an offer. They're going to get the rights back anyways with how the latest movie bombed. Fox will do it because there's probably more money to be made licensing the rights to Fantastic 4 back to Marvel then trying to make a sequel.

Fox and Marvel do not get along well and are willing to do whatever it takes to smite one another. One of the biggest reasons Fox made the new Fantastic Four film was to prevent Marvel from getting the rights back. Dr. Doom and Galactus are both characters that Marvel wants to use in the MCU. Further more Dr. Doom, Silver Surfer, and Reed Richards all have important roles in the Infinity War.

You are aware of how Fox sued Marvel back in the day for creating a TV show called Mutant X? I believe they won the law suit because Fox actually owns exclusive rights to the word "Mutant" in the film industry. The two of them do not and will not compromise unless there is a lot of money is involved.

I still believe that it wouldn't be that hard for Marvel to get the rights back to Fantastic 4. There was a time when none of us believed that Sony would give up the rights to Spider-Man, hell they even rebooted the franchise and were going to make a shit ton of spin-off movies to keep the rights away from Marvel, but they realised there's more money to be had by allowing Spider-Man into the MCU. Spider-Man was doing much better at the box office than Fantastic 4 as well ($709 million vs $102 million). So while they might not like each other, money can always make things easier.

However, Marvel probably wants the rights to X-Men back more and they're not going to get those for a very long time.
