Since the only public announcement they've made about any upcoming system is the NX announcement, that definitely suggests it is a home console. Unless you can find some other public announcement they've made that fits this statement?
It could be both a home console and a handheld though.
There's also the Metroid producer saying that the next home console Metroid would be for the NX.
OT: Since Dragon Quest XI is supposed to come out in 2016, that makes it look more probable that NX might be coming out then as well.

Offcourse they are hard working on next home console, Nintendo always start working on new next console right after launch, but Reggies statement does not mean that NX is a home console.
Nobody from Nintendo still did not confirmed what exatly is NX, only it's confirmed that is a hardware.
